Owners Responsibilities
According
to a surveil by the European Communities 2/3 of all work accidents on
construction sites are caused by bad planning, bad site organisation or
uncoordinated subcontractors.
To correct this the Construction
Safety Directive 92/57/EC was legislated and put into Hungarian law
(4/2002. (II.20.) SzCsM-EüM, binding law since 1.5.2004) which defines
new requirements towards the construction owner.
The
construction owner is now responsible that all planning and
construction activities take accident prevention into concideration. He
- entrusts the designer to prepare plans which take accident prevention into account
- notifies work safety authorities
- appoints an experienced work safety professional as safety coordinator for the planning phase who draws the Safety and Health Plan, keeps the plan up to date during all changes in the construction process and compiles a Safety Documentary file for later, post construction purposes.
- is responsible that subcontractors keep the requirements of the Safety and Health Plan
- entrusts an experienced work safety professional as safety coordinator for the construction phase who inspects subcontractors safe work behaviour and stops/ prohibits all encountered unsave proceedures
